DIRECTOR GENERAL, BUDGET, FISCAL & ECONOMIC AFFAIRS

Mr. Albert Mwenda was appointed to the position of Director General, Budget, Fiscal and Economic Affairs on an acting capacity in November 2018. In this capacity, he is responsible for (i) Macro and Fiscal Policy affairs; (ii) Intergovernmental Fiscal Relations; (iii) Financial and Sectoral policy issues; (iv) budget issues; (v) Public Procurement affairs and (vi) Public Finance Management Reforms. Albert has over 20 years of experience in central government and private sector organisations.

Albert was appointed as an Advisor to the National Treasury of the Government of Kenya in 2011. In this capacity, he advised the Ministry on public finance management reforms as well as fiscal decentralisation. Prior to his current appointment he served as the Director of the Intergovernmental Fiscal Relations Department of the National Treasury which he helped to establish. He has made significant contributions in the recent development of Kenya’s policy and legislative framework for public finance management, including the management of fiscal relations between the two levels of government.

Albert made significant contribution in the formulation of the Public Finance Management Act, the Public Procurement and Asset Disposal Act and the Public Audit Act. Albert also coordinated the formulation of the policy to support the enhancement of county own source revenue. He has also contributed in the design of Kenya’s current framework for management intergovernmental fiscal transfers and coordinated the formulation of annual Division of Revenue Bills and County Allocation of Revenue Bills.

Albert has also worked as a consultant for organizations such as the World Bank, the United Nations Children’s Fund (UNICEF), United Nations Development Programme (UNDP), Norwegian People’s Aid (NPA-Rwanda), State University of New York (SUNY Kenya), Society for International Development (SID), among others. Previously, Albert has served as the Chief Executive and member of the Board of Directors of the Institute of Economic Affairs (IEA) Kenya, a think-tank that seeks to influence public and economic policy in Kenya, through research and meaningful interactions with the Legislative and the Executive arms of Government, businesses, civil society organisations and research institutions. He has excellent knowledge of public finance and budgeting as well as fiscal decentralisation at national, regional and international levels. In addition, Albert has in the past taught development studies at the St Paul’s University, Limuru (Kenya) on a part-time basis. Albert also represents the Principal Secretary of the National Treasury as an Alternate Member in the Commission on Revenue Allocation.

Albert holds a Masters degree in Public and Economic Policy from the London School of Economics and Political Science (LSE), UK as well as a Masters of Business Administration (Finance) from the University of Nairobi (UON). He also holds a Bachelor of Arts degree in Economics from the University of Nairobi (UON).
